You can try system restore… Or if you have a disk for the program you deleted then use that and delete the program through Start/Control Panel/Add Remove Programs.

REverting to a restore point is an option, but you will loose ANY file created after this point.
I would try REINSTALLING the program using the same defaults as before and then using the Add/Remove to remove it.
Lastly, check the folder where the file was located to see if there is an UNSTALL.EXE to Uninstall it.

If you know the name of the program than go to the Recycle Bin and restore the files that you delete.Or you could press F8 before windows start and choose the last known configuration that works.
